A. Program Management and Budget Implementation Unit
Program budget implementation is divided into programs, sub-programs, and clusters of activities. Separately, at the Ministry of Education, Youth and Sports, there are 36 national units that have to implement the program budget from 2007 to 2012, which are divided under the control of the program director and to implement the sub-program accordingly. Program Management Unit Today, the program to implement the program budget at the Ministry of Education, Youth and Sports consist of 5 programs under the management of the Director-General of Sports, the Director-General of Youth and the Director-General of Administration and Finance. His Excellency the 5 Director Generals are responsible for the program director:
Program 1: Development of general education and non-formal education
Program 2: Development of higher education, technical training and scientific research
Program 3: Physical Education and Sports Development
Program 4: Youth Development
Program 5: Support for education service management and good governance.
Primary education is under the first program "Development of general education and non-formal education" under the management of the Director-General of Education.
Sub-program management unit In addition to the five programs, the implementation of the program budget has 29 sub-programs under management.

B. Functions and duties of the budget management and implementation unit
Programs and sub-programs are governed by national units, and each expenditure activity is provided to manage and implement expenditures at the sub-national level, including:
Department of Education, Youth and Sports, Capital-Province, Office of Education, Youth and Sports, City-District-Khan and especially school. The activities to implement these expenditures are under the control of the Sub-Program Director of the National Expert Unit. There are only 15 national professional units that program programs to sub-national units (early childhood education, primary education, general secondary education, non-formal education, health education, vocational orientation). Physical education and sports, youth management of youth centers, planning, training and development, curriculum development, staffing, finance and quality assurance). In particular, the activities to be implemented for the sub-program to improve the quality and effectiveness of primary education "are divided into 3 activities, the first activity: the school budget, the second: the budget to improve the quality of learning and teaching, and the third: strengthening Monitoring capacity building and motivation [3].
Department of Education, Youth and Sports: The director of the department is responsible for delegating rights.
And is responsible for managing and implementing all sub-programs provided by the national unit. The director of the department has the duty to monitor and be responsible for the implementation of the project, action plan and budget of each sub-program, sign the school payment mandate, the letter of request for payment of budget and other expenditure documents of the specialized office under the department and summarize the report on the Budget status and indicator report of each sub-program quarterly, semi-annually and annually [4].
Office of Education, Youth and Sports: In charge of the overall management of all action plans and budgets provided by the Department to guide and allocate funds to schools. The Office of Education has the duty to monitor and be responsible for the implementation of the action plan provided by the Department to guide and disseminate to the school, to allocate the budget to the school in accordance with the guidelines of the Department of Education, Youth and Sports, to prepare a report on the expenditure situation. Budget and quarterly, semi-annual and annual indicator reports providing to the department [5].
School: Responsible for managing all school action plans, using funds to be transparent and highly effective in accordance with the policy of the Ministry of Education, Youth and Sports. The school has the responsibility to monitor and be responsible for the implementation of the action plan and the proper use of the budget, prepare reports on the status of expenditures and quarterly, semi-annual and annual reports to the Office of Education, Youth and Sports [6].
